Usually, servers turn up the fan speed upon higher temperatures which could be caused by either ambient temperature or dust collected in server fans / coolers.

Make sure the area your server is located in is well ventilated cool area, not being covered by anything obstructing the air flow - ideally in a ventilated server rack. 

If you suspect that the dust is causing the problem, shut down your server, remove the top cover and use compressed air spray in order to blow the dust out of the server.
